What is the "1+3 Program"?

"The "1+3 Program" is designed for students who may not feel confident in their English skills but wish to study at a university abroad and experience different cultures.
During the first year, students focus on intensive English training, and from the second year, they transfer to the university of their choice.
If students do not meet the transfer requirements of their desired university, AL they can continue studying at LCIC until they reach the required standards.
Once they qualify, they can move to their preferred university. After completing the three-year program at the university, students will be able to earn their bachelor's degree."

At CELS, students undergo intensive English training.

"Students take full-time courses to improve their English skills in listening, speaking, reading, and writing. This program helps them reach the English level required for degree programs approved by Philippine Commission on Higher Education (CHED)."

[Requirements for Promotion to Year 2] - For LCIC Students

  • An IELTS score of 5.5 or higher (or an equivalent official English proficiency score) is required.
  • The official score report must be submitted to the LCIC Registrar's Office for review and approval.

Years 2 to 4 (Three Years)

[Available University Options]

* Requirements for promotion to the second year vary depending on the university.

* If you do not meet the requirements of your desired university, you may extend your enrollment at LCIC for an additional six months.

* You can continue extending until you reach the required standards, at which point you will be eligible to transfer into the second year.

* Enrollment is available twice a year - January and August.

* Currently, partner universities other than LCIC are still being finalized. For more information, please contact us.

1+3 Program Bachelor's Degree - If You Choose LCIC

"Students who successfully complete the English Proficiency Development Program and achieve an IELTS score of 5.5 can advance to the LCIC bachelor's degree program under the 1+3 Program. From there, they can pursue specialized studies in their major."

[Application Requirements]

Transcript of Records
  • Must be authenticated with an apostille issued by the official government authority of your home country.
  • If the transcript is not in English, a notarized official English translation must also be attached.
High School Diploma
  • Certified copy required. (Attach an official English translation if necessary)
Valid Passport
  • Submit a copy of the photo information page. (The passport must have at least 12 months of validity remaining at the time of application.)
ID Photos (2 pieces, 2x2 inches)
  • White background. Recent photos taken within the last six months

* Additional documents may be required as instructed by CHED or the Philippine Bureau of Immigration.

* All documents must be submitted as hard copies. Once accepted, they must also be uploaded digitally to the LCIC Student Management System.
